The Railroad Armored Coat Mk. V is, IMO, the only real acceptable substitute for proper armor. A full set of Combat or Synth Armor would put Kellogg's Outfit to shame.
And if you unlock Ballistic Weave with the Railroad then a set of ballistic weave military fatigues with combat or synth armor over it far outclasses any outfit in the game.

they all give 15% damage reduction and stack.
you can get 90% with 2legs 2arms helmet and chestplate.
equip a wepon with sentinel such as sentinels baton and you have 100% damage reduction.
