Far Harbor Underwater Secrets
So i explored all underwater area in Far Harbor (even out of boundaries) and there is only 3 interesting things, rest are random shipwrecks and some loot containers, nothing more.

There's power armor next to a crashed vertibird
Two crashed planes
Four skeletons playing poker
also this power armor is unobtainble, you can pick it as well as stuff next to it only by disabling borders, so it seems bethesda trolling hard :D

Theres a lot of areas that are unfinished, which means they probably tried to rush Far Harbor out the door at the last minute

Theres a lot of areas that are unfinished, which means they probably tried to rush Far Harbor out the door at the last minute
Nah, they are just random generated lands by engine, same with comonwealth, there is like lighthouse and house next to it far beyond border but only to be seeing at the distance as a part of background you know

No, Fallout 4 isn't rng, the only rng games that bethedsa has ever made was Elder Scrolls: Arena, and Daggerfall, their other games are manually placed, and pretty damn great properly placed games that aren't randomly generated, even the spawn points.
Morrowind, Oblivion, Skyrim, Fallout 3, and Fallout 4 aren't rng in the slighest, the random events use trigger zones

But i meant that out of border zones are randomly generated and there is nothing to find there as well as underwater terrain with only few interesting thing

How do you get underwater to look so clear? Underwater in my game is so murky that I can bearly see anything, even with the light on.

Except that's not how it works with content.
Objects and other items aren't rng, the landmass itself is copying itself over and isn't really rng, at some point in time after travelling beyond the border, you'll see that it'll stop generating and produce nothing, since the game can't copy itself over again.

Go to documents -> My games -> Fallout 4
Open Fallout4Prefs.ini
find and change like this:
[Imagespace]
bDoDepthOfField=0
iRadialBlurLevel=0 (this line you need to add)
bScreenSpaceBokeh=0
The save it and change to read only in properties.
Then open Fallout4.ini and change:
[ImageSpace]
bDoRadialBlur=0
Save and make read only.
Done, ejoy undewater exploraton :D

In your Fallout4Prefs.ini file, put this under [Imagespace], or change the values:
iRadialBlurLevel=0
bDoDepthOfField=0
bDoRadialBlur=0

There is part of engine which randomly generates shape of mountains and terrain beyond border, then its copying one texture after really out of border when ground glitching and then there is infinite water texture, but objects like trees and wrecks are assets and level designers just put them randomly underwater and out of bounds but nothing is made on purpose as easter egg or something ;(

When it comes to the underwater content in far harbor, it's unfinished, plain and simple; the only thing that copies over would be the terrain itself, it's not really randomly generated but it's at least pushed across to a certain point until the game can't copy itself over anymore.
Those were completely intentional, it's just that they didn't bother making them reachable, and barely gave them a purpose besides curiosity to the player.
