Two crashed planes
Four skeletons playing poker
Morrowind, Oblivion, Skyrim, Fallout 3, and Fallout 4 aren't rng in the slighest, the random events use trigger zones
Objects and other items aren't rng, the landmass itself is copying itself over and isn't really rng, at some point in time after travelling beyond the border, you'll see that it'll stop generating and produce nothing, since the game can't copy itself over again.
Open Fallout4Prefs.ini
find and change like this:
[Imagespace]
bDoDepthOfField=0
iRadialBlurLevel=0 (this line you need to add)
bScreenSpaceBokeh=0
The save it and change to read only in properties.
Then open Fallout4.ini and change:
[ImageSpace]
bDoRadialBlur=0
Save and make read only.
Done, ejoy undewater exploraton :D

Those were completely intentional, it's just that they didn't bother making them reachable, and barely gave them a purpose besides curiosity to the player.
