How to unlock a first settlement in Far Harbor ?

I have been on far Harbor for some Real Hours now and completed a bunch of Quests, and come across the National Park Settlement area, but when I click on the Work bench it says you can not unlock this now, I killed anything in and around it ?

I am sick of dumping so many things because I have no where to store them until I get a Settlement going.

You need to complete the side quests at Far Harbour with Mariner, Dalton, Mitch and Liitle Bertha. You will onlyunlock some of the characters and the quest starting dialogue after completing Mariner's first set of quests. Talk to Captain Avery about work and you should get markers.

Thanks. I just unlocked Longfellas Workbench, I totally forgot about him, duh!

I used the Power Armor station in Far Harbor as a storage spot until I got settlements there, and it still holds a huge amount of crap for me.

It's Mitch the quest giver for that settlement, be careful it's hard if trappers get inside.

all done at National Park, return to quest giver, then it says you can now use workbench.
