In the misc quest that starts from DIMA's fifth memory.
It's in a trunck with the arms (I think) in a shipping container off the coast to the west.

You need to complete the fifth memory however, since I don't think the containers spawn until you get the tape

Yup. The stuff isn't there until after you get the quest from dima. Going early and not finding anything, doesn't mess it up either.

The guys wearing marine armor are also wearing the wetsuit, but don't kill them unless you know consequences.
