Convienced Brain Dead quest is broken

I've done everything I can do to finish the quest and am totally stuck. I've talked to everyone in the vault numerous times and exahusted all the coversation options. Yeah, I did the overheard conversation and asked about it. I also found the paint next to the dead robot and went into the Overseaer's office to listen to the Vault 118 tape and I have it with me.

Everything I see here indicates I should be able to confront Julianna Rigs about the murder since I have the tape, but that option is not in her dialogue.

What am I missing?

Go to the "body", look in the direction the feet are pointing, at the corner of the rrom near the seating there will be the weapon, use your light, it's dark.
After that, you should be able to figure the rest out if you got this far already

next to the body, follow the trail of "blood". There is another thing you need to discover to be sure the killer is the one you think it is.

Yeah, that got it. Either that bat didn't load the first time (I had quit the game and reloaded) or I just missed it. Parts of the quest still seem broken (some of the objectives never came up for me, for example, or were checked off as being done) but it seems like despite that I can finish the quest. Thanks!

Some objectives won't appear by default, and some objectives will invalidate others, its normal.
