Using modav sets the number but it's not actually the number. It's kind of like taking a chem that temporarily raises a stat. I know it works to set the number higher, but not sure if it will set it lower
Its impossible without the console unless you want to restart the character.

Apparently with a few chem addictions reducing it by 2 points shouldn't be difficult at all!
You are wrong. It is possible to use day tripper with 10 strengh to gain an extra point from SPECIAL book. Same goes for other chems, alc and addiction.
Try read what im saying. Im not talking about respecs. Goal is to cause a temporary debuff to allow use of the special book to reach 11 in a stat, then bobblehead on top for a natural 12.
Bethesda tries to simplify their leveling mechanics from running into corners all day and their solution is to debuff yourself so you can magically get stronger from reading a children's book
I screwed up on the charisma bobblehead and book btw so am only able to get 30 settlers instead of 32 at settlements, no big deal.
10 charisma on perk window gives ya 20 settlers, add clothes, grape mentats, bobblehead and special book and you get 32
