Anyone having trouble with the mod "Alternate Settlements"?

So I downloaded Alternate Settlements, as well as Settlement Keywords. So I enable all the stuff in the Fallout4Custom.ini and the Fallout4Prefs.ini, and the Fallout4.ini, and still it won't work.

Essentially, I go into game and try to build with them, but the icon are invisible on build menu, and they won't show at all to be built if you have them selected. it literally won't give you the option to build anything.

So help would be appreciated, thanks!
