Cannot get Codsworth as a Companion
Whenever I try to speak to him, he only says that I should go to concord, help?

Then you should probably go to Concord.

All you need to do is go far enough to where it triggers the "You've discovered Concord" then you can just go back to Sanctuary and he'll be a companion.

Hopefully you can follow the directions I gave you, seeing as you can't seem to follow Codworth's directions

I already went into concord, and did the quest there. I then followed the people inside there back home, but he still says I should go to concord.

Have you waited?
Talked to the other settlers like Preston, the Repair guy (Can't remember his name) etc?

Some times it can take a couple of minutes for a quest to 'register'

I just now went and talked to both Sturges and Preston, I did Sanctuary and talked to preston garvey, but still nothing, Codsworth is still repeating the same lines.

Codsworth is not dependent on freeing the minute men. discovering maybe, freeing no. If you explored / discovered Concord sufficiently Cods should have unlocked. If not then you're bugged, sorry to say.

Yes, he unlocks when you get back from Concorde, and you do not have even to enter the museum. It seems that getting the travelling point suffices.

Everything else besides, you can get other robot partners like Curie, Ada, Jezebel or one of your own making, if you really want one.

Yup, all I've ever had to do was trigger the "You discovered Concord" and return to Sanctuary and he asks me if I found someone there to help, then I lie and he offers to accompany me.

I'm curious, did you stop at Red Rocket and get dogmeat or did you skip red rocket and go to straight to Concord?

I picked up the dog.

(I pick up the available companions and then I dump them all at the Red Rocket, where they aren't underfoot, but I can get them if I want to.)

I also picked up Dogmeat, then once I got him, I immediately told him to go to sanctuary, seeing as I wanted to be able to actually sneak

And besides the sneak problem, lets not forget about the stupid companion to step just in front of you when you toss a grenade or try to spray the enemy :)

Do you have him set at sanctuary hill? I had this same problem, but when I sent him back to sanctuary he had dialogue options and was enabled as a follower

Just discovering Preston and finishing that quest is the trigger to unlock Codsworth. As you said you never have to set foot in the museum.

Codsworth does not count towards the population count of Sanctuary unless you assign him to it. In other words if when you get to the settlmeent selection screen dismissing him and jsut cancel out he goes to Sanctuary by default and does not count towards the population (you cant assign him jobs either though.) Dogmeat and Ada work the same way with Red Rocket.
