Yes, i know.. But me and the topic starter we don't have any of these mods.. So as many more users too. So i suppose we have no options except waiting for the patch or something.
The op does mention mods, although not specifically what mods. If you dont play with mods and have never installed any its totally weird yeah.
While some mods are directly involved with the workshop, others can still cause it to have hiccups. Far Harbor has caused many mods stop working as they should even ones that have nothing to do with workshop. I have asked for your mods list because so far I have had workshop problems with three mods. One was a mod that added different armor recipes that were craftable at the armor workbench, another was a mod that overhauls textures for the game, and the last one was one that adds more paintings to the game.
So if you could actually provide your mods list rather than debate whether it is your mods or not then we can help you. But don't make this like other people that would rather blame everything else without just providing basic information that could end up helping to solve your problem.
*While I personally do not own far harbor, I played it through on my friend's computer before I bought Fallout 4 and other dlc on my account, after seeing how it affected mods I decided to avoid it until it is sorted out with the mod's makers.
I did and the same thing happened when I disabled it.
I understand. Okay, i turned all of my mods and result was the same..
I had "Real Leather HD 4k textures", "Fallout 4 texture optimization project", "True Storms", "The Eyes of beauty" and "CBBE". So no mods to manipulate decorations :( And still broken menu..
The missing categories will have disappeared even without the mods loaded.
An idea is to make a new save without mods loaded, and load the suspect mods one by and and check what appears to be the offending mod
otherwise you can read up on all the mods individual pages to see if there are ppl having problems with them, you might be able to find information that way.
Well, in that case f..k that building menu, If it's not working well without any mods... It freaks me out alot already.I definitely won't start a new game etc. Thanks for all your assistance, guys.

When i install OCDecorator then are the Option "Cages" are gone
And the "settlement keyword" was only for testing.
The problem seems to be the savegame, not the game itself because when i start a new game then all Options are available...
But i wont start a new game....400 hours and lvl 104...
I sent my savegame to bethesda, maybe someone of them can fix it.

I loaded an old savegame from the very beginning of Far Harbor and still no Futniture. However everything was OK in menu before installing of DLC. So i assume there's a problem not in mods at all.
P.S. If you need beds or chairs, you can use Homemaker ( from Settlement Keywords Extended) - it works fine with dlc.
Anyways it is better than loose 240+ hrs of gameplay..
As for trying to get it back I do think that the best course of action at this point would be to download Mods like homemake or others that add items to that category to try and see if that will make the icon pop back up. At which point then disable them again to see if that causes an indirect fix for it.
Worst case scenario that save file is lost unless you don't want that tab anymore.
So i dont think it has to do with the mods...:(

It worked ONLY for me when i uninstalled all mods and plugins!
So there is probably a mod not compatible.
-Just download the fix, copy all files in /Data,
-activate the plugin in Nexus Mod Manager
-start Fallout and craft a ->chem lab and search in the craft menu for the fix.
-Craft it and then look in Pipboy under Inventory > Aid and use the the fix
Save the game, done!
Now i have to find out which mod is not compatible but yaaay it worked ಥ_ಥ

just installed all mods again except OCDecorator and it works
MAAAN! Thanx a f..n LOT !!! It helped me too. As i said - no mod was in conflict, so i just use that fix, reloaded and ... IT'S OK NOW !!! YAAAAAAYYY!!!
