Does perception affect melee range of Blitz perk

Does having a higher Perception increase the range of Blitz perk?
Other than for some perks, is Perception worthless for a melee character?

Blitz has a fixed range
Perception is only useless if you want a low vats chance, if you don't use vats a lot, and I for one don't use it at all, then don't take perception unless you want some of the perks out of there.

No. Almost no perks benefit a melee build since the possible chance to hit will always be 95%
