i started up the pumps and found a bunch of journal pages but never found a key or quest

With #8 being the saddest.
There's no associated quest, it's just an elaborate treasure hunt without any quest markers. It actually caught me by surprise, because it was rather complicated for an unmarked quest.
There are about nine or ten notes in total, and I think it's set up so that you can only discover them in order (map, eight or so journal entries, a picture, and then a final note). You have to repair and activate all three generators in numerical order and then find the hidden entrance to the bomb shelter that the family was hiding in. The easiest way to do this is by following the red wire that connects all three generators and the bomb shelter together.
Once you've done all that, you'll find a note with the access code for a supply shed on the south coast of Cranberry Island, which contains a large amount of crafting supplies.

EDIT:REALLY BAD SPOILER ABOUT #8 JOURNAL!Am i the only one that got a Blank Note for #8?or is the PS4 Journal #8 buggy and we cant get it?It vanished all the time i got near it.So i had to use a companion to get it.If it was meant to be Blank since #7 was the day the bombs fell then that's sad....
That sounds correct, yes. It was a very well-crafted puzzle, and a very interesting story to discover. I wish there were more things like that in the main game.
I am still Suspicious about those god dang Floating thing with bells.....
