The quest name Search And Destroy never appeared. I found the quest ID 01013F39, but it's completely unresponsive to all console commands. I can't reset it or start it or teleport to it's start location. Nothing works. And i can't find Larsen or his character ID to teleport him to myself. I went back to several save points in different stages of the quests. I even went back to when i first talked to Kells. Nothing!
The quest is completely and utterly broken.
Maybe it's a PC Only bug.I swear there are hundreds of those PC Only Bugs.....
PS4 doesnt get enough bugs...
So how far back should i go?! BEFORE How Life Should Be is even started?
I told the BoS before The Way Life Should Be, because the task popped up in the misc. quests.
I recovered all the memories and told Dima about all of them. I got to the point where i confronted him with his murder. I told him to go give himself up. The mayor had him shot. Along the line i NEVER got a notification about Search And Destroy. I never got an option that said "you can go kill them now". It never showed up as a quest. I went to Larsen several times and he never started in conversation and then vanished. I call ♥♥♥♥♥♥♥♥, this quest is just broken.
I finally found out how to get this quest to work. First off you need to find the load order of the DLC. Nexus mod manager is a very usefull tool to find this as it tells you right away on the first page when it loads. This next step must be done before the quest The Way Life Should Be is completed. Type into the console setstage xx013F39 100 (the xx being the load order number, for example my DLC is loaded 5th so mine is 05) and the quest should start right up. I dont know exactly what bug your game is at but doing this fixed it for me. Hope this helped let me know if it worked for you or not.
EDIT: Be warned tho as if you are on survival the brotherhood don't airdrop in they walk there for some reason so if you don't want to hard of a challenge then I would just wait for them at the bed outside of acadia.
