Broken supply line Far Harbor - No settler

Hey,

my supply line from National Park Visitor’s Center to Longfellow’s Cabin is broken.
I can see that there is a supply line, but there is no provisioner assigned to it. I can get rid of the supply line via mod, but when I try to establish a new one, it doesn't work. The provisioner will walk, but no supply line is created.
I've tried to create a settler via console, (without disabling the ghost supply line) assign him as supplier to Longfellow and move him as settler to National Park. Unfortunately, the provisioner will just stay in National Park Visitor’s Center and go to sleep etc.

Has anybody ideas, how I can create a working supply line? Maybe via console commands?

Well you know the provisioner isn't going anywhere but is the supply line itself actually broken?

Have you tried moving all of one resource to one location and then seeing if it's available to build with at the other location?

Also you said "I can get rid of the supply line via mod" .. which mod? Maybe there's a conflict with the new DLC?

The supply line is fine. But the provisioner isn't moving like he should. It is some kind of an ambient problem.
The mod is called Settlement Management Software
