Can't get Islander's Almanac achievement

So i'm trying to 100% Far Harbor and I have one achievement left, The Islander's Almanac, in which you have to get every issue of the islander's almanac, however I went to get the one in northwood ridge quarry, I went directly to where the video I was watching was, AND IT WASN'T THERE! I searched up other guides and videos and they all said it was in the exact same place. I looked at my inventory and it wasn't there. I heard other stories on how other people coudn't get different issues, is there any way to fix this? I looked up the ID for the issue however it says it varies depending on the add-ons I have. The issue i'm looking for is 'PIncer Dodge" and I have all 3 three add-ons but not the season pas (if that changes anything). Seriously though I know developing is hard, I tried my hand at it myself one time but how hard can it ♥♥♥♥♥♥♥ be to place and check an important collectible item in an engine you've already near ♥♥♥♥♥♥♥ perfected. First I can't get the benevolent leader achievement because of a glitchy ass system Bethesda can't be asked to fix, now this.

I had to look around a bit for that issue, it was in the corner somewhere, presumably blown around by a grenade. Might be the reason you couldnt find it as well

If you have a Wii U try out Xenoblade Chronicles X, if not just find a Wii emulator and play the first Xenoblade chronicles, other than that try out the saints row series, it's pretty stupid but if you're up for some seriously ridiculous dumb GTA-like fun, try it out.

Who cares? I had pretty much explored the entirety of Far Harbor in a day and I really just didn't want to look in every single nook and cranny to find all these damn comic books for an achievement.
