electrical background noise

so when im in a setlement or anywhere but the open nature so to say,there is always this electrical background noise comming on,and i have abselutly no idea what it is?it only dissapears when i quicksave and then quickload anybody got the same problem and fixed it?

Try turning on/off a radio station with your Pip Boy. It's like there is static coming from it even though you don't even have it turned on. A quick on/off seems to get rid of it.

nope tried it,the sound still returns especialy in settelements, thx for the advice though.

If You have an open quest that involves listening to a specific radio station, either from vanilla game, or especially mods (including radio station mods), some will have the "tuning in" static until You complete the quest, even with the pipboy radio off, which IS ANNOYING, but just do the quests if You have any.
