The shipbreaker quest is bugged. (Solved with console commands)
So i got the shipbreaker mission and decided to hold of on doing it until later and got the message that the creature moved location so i just assumed it would be roaming or something. But now i listend in to the radio and found the area it comes from but the fog crawler is nowhere to be found, i tried going there during a radiation storm/extra foggy day and he wasn't there either.

Another thing to add i listened to the dead radio signal called shipbreaker signal and completed the quest marker for listening in, would this perhaps bug the entire thing out so it wouldn't spawn ever again.

I tried to reload an earlier save where i never tried to use the shipbreaker signal and ran accross the island and i still couldn't find a new signal. :/ i hope bethesda fixes this quest soon, shipbreaker is clearly bugged if you decide to ignore it when he first shows up.

Alright so i have been searching like a crazy person now. I should be able to complete this if i can just use console commands to move forward the quest and spawn in a shipbreaker. I managed to find it's id but the quest id is all but impossible to find. Can someone please see if they can find the shipbreaker quest id so i can move forward with this stupid bug.

It drove me crazy too. I lucked out and one of my settlers in Dalton Farm gave me the heads up that they heard the signal. When that happened, a little quest marker pop-up appeared and I was finally able to get a signal from the shipbreaker radio station. I went nuts scouring the island for a full RL day before I finally got that far!

Was that the second time a settler said that? had you listend to the dead radio signal before said settler said it a second time? I might regain hope if you say yes to both of those questions.

I was exploring in the swamps when this monster reared out of the mud and attacked me. So I klilled it. Turned out it was Shipbreaker. Now I have a message to tune into the radio frequency (nothing there), and an instruction to talk to Longfellow (who has no dialogue relating to it). So I'm stuck with this unfulfilled quest, for a monster I've already killed.

I tried spawning one in, killing it and i still had the follow the radio signal marker up (and that can't be completed in my postition) so i guess we're all looking for the illusive quest id so we can fix the quest ourself.

It happened to me too, this was in the beta though, and the radio signal was grayed out and it never continued the quest

By the way, if you go into the CK, you can see the Quest ID, let me go grab it.

Please find it if you can and thank you. By the way if i would continue the quest stage what would be the next stage? Is it just to kill it and would spawning one in to kill complete that part of the quest in that case?

I'll post the Quest ID once It's done loading Far Harbor's master file, I'll also give the different stages

Quest ID: DLC03WorkshopRadiantOwned05

Stages:
10 = Start
20 = Talked to Longfellow
50 = Tuned into Frequency
100 = Main Start
200 = Shipbreaker Killed
220 = Longfellow is with you when Shipbreaker is killed
400 = Quest Finish

Experimental:
450 = Complete Quest
500 = Fail Quest

At least you got the quest.
I had scouted all the island with all the locations. Shipbreaker just do not want to appear for me. I am just running between different locations and never can find the radio frequency.

You can force the quest to start if you'd like, try:

I got at random and was like "Oh, it's a radio thing. I probably should do it now" and had fun. The Shipbreaker was fighting a Legendary enemy and a hermit crab, so didn't have to do much except watch the show and then finish off the Shipbreaker with a sneak critical.
