I started the quest after I send Kasumi back home and help Dima to replace the high confessor, but I found that standing by the side of Dima will make everyone there essential and make the quest impossible to complete (I didn't intended to start the quest though), is there anything I can do to fail the quest (or make it like I never triggered the quest) so I don't have to kill everyone in arcadia?

So it turns out all you have to do is kill all of the killable people, (some were hidden but i found them with the red markers) and down everyone else. not sure why but my game put a random quest marker on someone that isnt used for anything.

this made moseley appear so I could talk to him and finish the quest.

I played in the end of 2019 and this happened to me. I followed what you did and it did solve the problem. Thanks mate.

Ik this thread is old af, but im am getting the bug where ive cleared out acadia multiple times, it says to speak to the doctor, I go outside and it just has a quest marker where he is suppose to be but he aint there, anyone know a fix?

For my first 3 tries the quest got also stuck, but after I tried different things and at my sevenths try I noticed that it works when the synth with the quest marker gets killed last the quests proceeds normaly. In my case it was Aster, dunno if other characters are marked for other people.

(please excuse my poor english, I hope it is understandable)

well try setting the synth w quest marker unessential
setessential baseid 0
you can find base id online, for Aster it is xx005427 where xx you can find out by clicking anywhere in acadia and first two numbers are xx

I found a solution at least for me. When you speak Moseley wait until he and his bodyguard use teleport. Then you will get some help to clear out Acadia and he will speak to you in the end. No need reload saves or using console.
