Far Harbor DLC is listed in Add-Ons but will not install.

Ok, so I'm sure this has already been posted like gazillion times (I apologize in adavance for this), but I havn't found a soultion to it yet. The title pretty much says it all, I'm unable to install the DLC for some strange reason, but it's listed in my Add-Ons. I bought the season pass and all the other DLC so far have installed just fine except this one..
What I've tried so far:
- Restarting Steam and my computer
- unticking and reticking the DLC in the add-on section and restarting steam
- opting out of beta

It should've downloaded automatically like usually but for some reason this time it's decided not to.

Mine did not download either (at least not when I was watching), but when loading the game it was there and sending me off to the north.

season pass f4se and mods

Same them but I uninstalled all my mods
Edit: Ok I removed any f4se from my Fallout 4 folder and deleted all my mods from my NMM

i had this same problem with atomatron+workshop. took days for it to auto download

had it with WW but it auto installed after a few check/unchecking a few times. this dlc is ridiculous. Now I really wish I could have downloaded the nexus one at least then I'd be able tro play it

That was something I was thinking of doing as a last resort, but was hesitant to try out.

i dont have a legit save for my game since I'm waiting until I can get my motherboard to play nice with all my drivers and os so reinstallling isn't too bad of an option for me
