Far harbour, Possable Gamebreaking bug

after completing the 'Captains Dance' quest, i found captain Avery, Allen lee, a children of atom preacher and some other guys outside the settlement, just standing not doing anything. i tried to interact with them but the game says that the characters are busy. ive completed a bunch of other quests and they are still there just standing around! i would like to know wether anyone else has this problem, or if there is any way to resolve it.

Go to sleep for 7 hours and it will start.

No problem, i had this bug myself.

Sleeping did not fix the bug for me....
Any other solutions (beside killing them?)

Same experience.
I quick saved next to them and then tried to pick pocket Avery (don't...).
Upon reloading the quick save file it started up.

Hey guys, try shooting the child of atom, that worked for me. I did it after sleeping for 7 hours and Alan started shooting her repeatedly with nothing happening!! Hope that works

What is supposed to happen in that instance? (I'm having the same issue and don't want to miss important stuff)

Wouldn't you know it, this worked for me. Bug's still there after 8 years, yay!
