Do new DLC's typically break mods?

Think of a DLC as a very big mod (it's packaged the same way), with content that in some cases replaces the base game's content. That is likely where conflicts may occur.
Bethesda cannot test new add-ons against the whole ecosystem of game mods that are out there, especially when some mods conflict with others.

It's fairly rare. The most common issue is that a mod simply has no effect on the new content of a DLC.

That's what I figured. I remembered with Skyrim... the new DLC's didn't affect weather mods, however the new weather wouldn't affect the new area.

That's what I figured. I remembered with Skyrim... the new DLC's didn't affect weather mods, however the new weather wouldn't affect the new area.
I did hear someone once mentioned their installed mods broke Wastland Workshop, causing missing items.

Well my mods are pretty vanilla. They just change some vanilla properties and add a couple of weapons.

Settlement building mods that didn't use all vanilla categories did that. The Settlement Keywords mod that was meant to keep those mods compatible was out of date by the time Wasteland Workshop was released and since the author of Settlement Keywords was no longer working on their mod, other modders released new compatibility mods that work fine now. Check out Settlement Keywords Extended and Settlement Keywords Independent.

It depends on the mod, some I'm sure will have to be updated to support the new stuff in the DLC

Far Harbor didn't break Wasteland Workshop for me, but full dialogue interface has been acting weird

Depends on what the mod does.

I have 107 mods and none of the DLCs ever caused issues for me.

Both prior DLC's have broken mods (Or the mods have broken the DLC), so I expect this to be no different.

Yes they must not have written the lines yet for Far Harbor dialogue. I do wish Bethesda would've given the mod files to big time modders so they can make their mods compatible the day Far Harbor releases

Usually DLC might cause Mods to malfuction. This happens becouse usually DLCs come with patches that changes the main game too.
It really depends on the mod, the more you use, the more likely something will conflict.
For any mod that uses the FO4 Script Extender, if Far Harbour will change the game version (bigger than 1.5), then expect the script extender, and any mod working with it, to stop functioning.

I'm crossing my finger but I'm using so many mods I made up my mind I probably won't be able to play for a couple of weeks, usually the time it gets to modders to update all their projects that are not closed. Usually the script extender guy(s) updates it for the new version in a week or so.

Depends on the mod. Mods like full dialogue interface will have some issues as it needs a patch to work properly. It happened during automatron and will probably happen again during Far Harbor.
