Also, the last update seems to ahve been at april 20th so keep in mind incompatibility issues with the new patch.
I have my NMM set to search for updates every day. I think the setting to search for updates is default at 5 days, I can't remember exactly. Also, NMM will also tell you (most of the time) when a mod has been updated.
Fallout 4 doesn't support Steam Workshop.

It helps bypass some issues with fo4 and works fine with the bethesda stuff.
Also have you made the alteration to your ini file to allow for mod support ingame?
If not you can get a preset one here, just replace your existing one with the updated one

It's the optional download on the mod.
Download and extract the Fallout4Custom.ini to Documents\My Games\Fallout4
and you should be good, it has the lines for enabling mods so hopefully that should fix your issue.
And try using Vortex as a mod manager. It's actually quite easy to use once you get use to it and supports most bethesda games/mods there on Nexus and bethesda.net
