Character No longer drinking from Water pump

So usually when you use the Water pump in a settlement you can hear a gulping sound indicating that your character is drinking.

This was working fine about an hour ago, now I've returned to my "Camp" and tried to drink (As I'm playing survival clean water is paramount) and there is no gulping sound and my character is not drinking the water and gaining hydration levels. :/

store the water pump and put it out again, that fix the problem for me

sometimes have two pumps there. switching between them also may help out.
