The only gameplay addition is an Arena (A gimmick in every sense of the word), Mob Traps (primarily used for populating said arenas), and a powered Water Pump for settlements that can't make use of purifiers

Beyond that you just have some misc decorations, lights, and a new Concrete Bunker structure tileset.
Only worth it if;

1: You LOVE settlement
2: You want to have an easier way to remove radiation in survival mode and have farms in some of the worse settlements

If you like building settlements, definitely. The concrete walls from WW are easily the best things you can build with, including all the other stuff you can get from mods like SSEx and Homemaker.

or Snap N Build (what I prefer since its more LORE friendly)

Yep. I won't be using wood or metal to build a majority of the time from now on. Plus it's a bit more realistic anyway. If you're a man working with powerful organizations, it shouldn't be too hard to get concrete and concrete is much better for building lots of buildings than wood or metal. Wood rots and metal can get rusty or become expensive.

You can have a pet deathclaw named fluffy. Worth it just for that.

Probability of most future mods needing this version of the game are pretty high. If you want to use mods you will most likely need it if you want it or not. I enjoy the building aspect so in my opinion its worth it. If you are like me and dont use the console for building, its much easier as the cement pieces clip through more standing objects than the wood pieces and looks nicer.

Like everyone else here I love the new concrete buildings with windows and build clipping but there is one more thing that no one mentioned. It was explained by Bethesda but I didn't realize that it would become my favorite feature.

If you keep trapped enemies in cages, enemies of the same type will repeatedly attack your settlement until they free their kind. I keep trapped enemy types caged now in all of my settlements to stay busy with settlement defense actions.

Also I have banks of enemy cage types switched together so that I can release a set of enemy attacks whenever the cages are full. It is just endless fun for me.

Edit:
I have added a comfy personal concrete apartment in many of my settlements now with overhead spot lighting on a planter mutfruit tree with uncounted cats running around everywhere. I never suspected that I was such a cat person.

It does add a lot of good stuff like the concrete parts. It's not that expensive either, but as for whether to buy it... eh? I guess if you want to have better settlements it's good. It adds a lot of light systems, a new pump, the fusion generator, and other building stuff.

There's the animals mechanic I haven't toyed with much, but it's there.

It might go on sale eventually, but it's hard to tell when.
