All the Endurance perks suck IMO
I have Endurance at level 1 for Survival (In other words I've invested zero into it). Granted I die a lot due to a lack of hitpoints, but this is something that leveling up quicker from a high intelligence solves gradually with time. Actually it's kind of needed for a character to be capable of dying, considering it can keep the game somewhat challenging even at the highest levels.

I went over all the perks in Endurance, and there is literally not a single one I feel I truly "need". Aquaboy can be remedied with rad resistance, rad-x and radaway, both of which are incredibly common in the Commonwealth.

toughness is not really needed at +10 per perk, if I need damage resistance I can hop in some power armor, might as well not let my bajillion fusion cores go to waste. In a lot of ways investing perks in armorer and science yield a lot more damage resistance than toughness.

lead belly - radaway and rad-x, need I say more?

Life-Giver - Diminishing returns. You're better off parking an extra point in Endurance once you're past rank 40 or so than parking a point in Life Giver. It's +20hp per amount you put in it, but I believe with each rank of Endurance you gain +.5 per level, so once you're past level 40, it would have been better to park those points in the tree itself than LifeGiver.

Chem-Resistant - Addictol and doctors, refreshing beverage, this can be solved for a sacrifice of a few measly caps, not like I get addicted very often really. If you're really spamming chems (Which I eventually will since I've parked 3 points into chemist and will go for the 4th) this and Solar Powered about the only perk that I might consider but not compared to a lot of the perks in the other trees.

AquaBoy/Aquagirl - I see this viable if you plan on swimming A LOT. I have not come into a situation where I need to swim a lot, before I go in the water, I take one of my bajillion Rad-X's on hand and pop a radaway and some food when I get out (You get hungry if you take a Radaway in survival). All 3 of these things are quite common.

Rad-Resistant - Power armor has tons of rad resistance, and if you find the supplies which isn't terribly hard you can put on some more if you're going into a high radiation area. I found radiation to be such a minor nuisance in the game unless I'm standing on top of multiple radiation barrels, that I added a mod to up the radiation doses 4x in game.

Adamantium-Skeleton - This would be viable if your limbs only healed at the END of using a stimpack. I'm literally just one stimpack (and I always drink a purified water right after) from healing my limbs. Your limbs go immediately back to normal as soon as you take that stimpak.

Cannibal - Dark play style I guess? Not my play style that's for sure.

Ghoulish - small benefit in my opinion. Plenty and I mean plenty of supplies in the game to heal yourself. Would this perk nullify the need for radaway and rad-x? That could be useful I suppose. And why would I want ghouls to be friendly to me? I like killing them for more experience.

Solar Powered - About the only Perk I'd be interested in the entire tree because more carry weight is always good for hauling loot and junk. But for clearing out dungeons, turning in quests and speech checks for the experience boost which is what I personally aim for I prefer Night Person which is in the Perception tree IIRC. I wouldn't use this much except for going out in day time to haul loot back to base.

So there you have it, I found two perks and possibly 3, I'm mildly interested in Chem-Resistant and Solar Powered and ghoulish only if radiation is never a factor ever again in the game. 2 of these perks are extremely high on the list and I'd need to spend 8 levels worth of perks just to reach the first one. The only perks I would park in Endurance though overall would be the tree itself since 1. It gives more hitpoints past level 40 than Life Giver does, and B. it reduces AP cost of sprinting, which is a factor worth mentioning if you're not fast traveling at all which I don't in game.

Lead Belly I found to be pretty helpful in survival mode

Ghoulish has the benefits of healing you while exposed to radiation, may not be helpful at first glance, but it is in the long run

Solar Powered is actually pretty useful, It's a free health regeneration over any other perks that you may have, and works great with ghoulish

Life Giver works great with Solar Powered, great on its own too

Aquaboy / Aquagirl is a must, It's a great early perk, at least in my opinion

Adamantium Skeleton is actually pretty damn useful, nullifies limb damage and gives you at least less of a reason to use stimpaks

DO NOT use Cannibal in Survival Mode

Toughness is only good if you can't take, or don't want any perks at a given level

Rad-Resistant is useless

Chem-Resistant is useless, at least to me
