Do I need a specific quest to finish to get Deacon's perk?
Or will I just get it evetually by being around him?

Im asking this because I didnt know that for Danse I needed to finish certain quests in order to get his perk, and wasted too much time with him.

Deacon will give you his perk when you're good friends with him, no specific quest (appart from the one to meet him) for him.

Deacon has no personal quest, so in order to get his perk, just stick to actions he likes.

Specifically, just unlock locked doors and safes. And then keep on accusing him of being a pathological liar.
