Low FPS/Stutter Fix!
Ok so we all know that optimization wise and performance wise Fallout 4 isn't up to the standard of some of Bethesdas other titles and probably the most immediate example would be FPS drops and Stutter for low to mid performing rigs, well I have finally found out what has been killing my FPS and causing stutter for me!

I recently validated my Fallout 4 files, which by default resets Graphics presets, but it also changes your in game settings, and two settings that I never really paid to much attention too were Vibration, and Controller in the gameplay tab, so I decided to tick them off, and it turns out these two options for whatever reason are FPS killers, I went from 36-46FPS up to 55-60FPS and the stutter was gone, just by turning off controller and Vibration in the menu!

here is the procedure:

When in Game go to the pause menu, settings, Gameplay then go to where it says Vibration:ON and turn it Off, then below that Where it says Controller:ON turn that off as well, then exit out of the menu, now you should see a substantial improvement in FPS and should see no stutter!

I think I did this before but never realized that it was the culprit until now, I hope this helps those who are having a tough time getting solid FPS and who are struggling with stutter!

-Adjust your Draw Distance down, the minimum is fine.
-On NexusMods.com search for Insignificant Object Remover - which will further remove objects that you wouldn't notice anyway.
-Disable unnecessary background processes/programs
-Adjust the game Priority to High, reduce Steam Overlay to Low


It largely has to do with the objects that the CPU is needing to process. This is why many computers bog down in the cities and in some buildings.

...I can't believe this. This worked. I had uninstalled all my mods, validated all files, uninstalled Fallout 4 and re-installed it, tried multiple .ini settings...and this works.

Some ridiculous set of controller settings was what completely obliterated my ability to play Fallout 4.

This is not only unacceptable, this is disgraceful. These random, nonsensical, untested bugs are the kind of things that keeps PC gaming down, and stifles communities from thriving. Whoever is responsible for this needs to be FIRED. Without a doubt. You look at Fallout 4 on consoles and, guess what, not a SINGLE complaint about unstable performance. Absolutely shameful work to blow it on a blockbuster like this.

Can confirm this makes a huge difference although I only disabled vibration and not controller.

I went to documents/my games/fallout4 and set iPresentInterval=1 in the Fallout4Prefs.ini file to read iPresentInterval=0. Then you have to choose "save as" to replace the old file. This is what fixed it for me. I get a buttery smooth and consistent 165fps with something I've never seen before... a whooping 0.3 render latency. The feel is amazing. All the settings are maxed out and I have vsync enabled.
