But if we are talking about which one I use most frequently, probably Hangman's Ally or Castle because they are in the middle of the map. With Castle I can conveniently swim everywhere which is faster than running through Boston.
So far I've also unlocked Tenpines Bluff, which will be made into an Outpost Tenpines (different in scale to Forts) and Oberland Station, or, in my universe, Oberland Outpost.
What I have right now though, is Fort Sanctuary and Oberland Outpost. The latter mostly unfinished.
As far as main base goes, I am unsure. It kind of depends. I plan on building a place up to its full potential, then moving all the materials somewhere else, do the same there, move on, and so on and so forth. So in terms of resources, I don't plan on having them scattered (Also not planning on wasting Perks on supply lines)
In terms of storing Power Armor, I think my Power Armor will be in Diamond City, simply because it is the middle of the whole Commonwealth. But each Fort/Outpost will have a commander with their own suit of Power Armor. Unfortuntely (and beats me why that's the case) you are only allowed to apply Minutemen paintjob on the T45 version, which unfortuntely will be the choice of armor for my Commanders. Preston has already got partial suit for himself. I think I will leave him in charge of Fort Sanctuary, once I move out of there.
Basically, the idea is that under my command, the Minutemen will secure the whole Commonwealth. It will be a bit immersion breaking to have your stupid settlers cry for help with raiders and supermutants, all the while living in a reinforced concrete bunker with cannons, rocket and laser batteries, and guards in power armor, but oh well. Maybe I will hook myself up with a mod that removes the radiant quest.
As for Arenas, Spectacle Island is perfect for a HUGE arena. I also like Finch Farms, under the freeway. Abernathy is also good, if you put foundations down in the lower part you can make a good sized arena. Egret Tours has room for a medium sized one in the parking lot out front. I've built a small arena at Sommerville Place too. Starlight isn't the only good place for an arena.
You don't need such a thing if you have the perk that connects all settlements though.
Egret Tours? I don't even know that place. Now I am intrigues to find it. What I meant when I said the only place, I meant due to its central location in the top part of Commonwealth, an arena in Starlight City will bring tourism, and business from all around. It is true that there are other places, like Finch Farm, like Abernethy Farm, that have enough of reasonably flat space to build an arena on, but in terms of roleplaying and oversaturation of Commonwealth with arenas, the only logical choice is Starlight.
As for the Island, I have yet to get there, in my 350+ hours. Is there a mission that leads there, or do I just pick up and go on an adventure to claim an island?
Either way though, the island would need a ferry to make it a viable place for a Commonwealth Arena. If it had one, it would be a great capital city I imagine.

The island has no quest to direct you there, but there is an unmarked mini-quest once you get there, and also the luck bobblehead. Be prepared for a nasty fight.
the perk that allows you to tame beasties, forgot its name, could come in handy on the island.
