Rainbow Textures
I never had this issue in over 50 hours of playing, I turn my PC on today and there are some things rainbow like. Been playing in Ultra since I bought this game and never had a problem.

Specs:
FX 9590, XFX R9 390, Crosshair Formula Z - V, 16GB of Ram

I suggest someone fund a charity twitch stream, "gaming with glitches for genius" or something.
get the EFF some money and raise awareness of these glitches on charity streams twitch will likely put on the front page.

I'm sorry to hear you are having this particular issue when playing through the game. I know issues like these can be frustrating when they interfere the game. Rainbow textures in games is usually a symptom of an issue with the Graphics card being overheated or the card is not able to handle the load of the game. It can be a GPU/renderer problem.

However, the issue can also be caused by bad drivers from the video card developer.
The following are steps you can do to try and resolve the issue:
1. Remove the AMD Profile for Fallout 4 to optimize the game. Disable the profile and see if the game improves.
2. AMD Users have found uninstalling the Crimson drivers can remove the rainbow effect.
3. Make sure you have the latest Catalyst Drivers and Graphics drivers for your card. Youc an find your drivers here: http://support.amd.com/en-us/download Laptop users, please consult your laptop developer for updates to your cards.

I asked them to clarify using catalyst drivers when crimson drivers are the live driver and the only one recomended they said the fallowing.

so short answer reading what we know into it then it seems they had already officialy stopped supporting fallout 4 on any new amd drivers or in compatability with any patch they released around over a year ago and even brought to there attention they just don't care I even explicitly asked them to post in this thread and they have not.

Pretty sure some people have been experiencing this issue since launch though lol. The only thing I haven't tried yet is to remove the F4 profile in Radeon Settings. Maybe that could help.

I think its caused by a mix of things and not just 1 thing only.
For me it seems to be only heat related now, i am using MSI afterburner and set my minimum fan speed to 40% instead of the default "0%"
Thats probably my cause. The fan doesnt turn on until the card hits 60C and that's hot enough to make the bug happen.

anybody know how to do that thing I have seen done where you hotpatch a game with a specific older driver version, put it inside the game files as something it will recognize and run?

for clarification I am pretty totes sure its not heat my end I think it is in the way bethesda is handleing amd two in one cards that use SLI in my case a Sapphire R9 290X.
which is strange because I just like the OP had fallout 4 working on ultra with no issue for months and had my world ruined by a certain iteration of driver or game updates.
it is possible in this time that it was working fallout 4 just did not have SLI support at all.
in fact I have been considering downloading the super high rez version of the game to see if that fixes it.
this thread is really for people who can play all the tripple A games max settings but mysticly for some reason not fallout4, or as the OP said "fallout 4 on ultra and never had a problem til now".

I have gotten the bug first with the high res DLC, after I updated my drivers which stopped some random game crashing but then I started getting rainbow textures. It also still happens with the high res DLC uninstalled.

The issue is with the game.You need to download a Texture pack to replace the textures the game comes with.The problem is the effect an everything on them have a Nvidia coded function in them.An will not work with any AMD hardware.it will work fine at first.But then glitch out.This has been reported that AMD users have had this problem to Bethesda but Nvidia does Software charges.So they released the Fallout 4 Texture pack.Which is a complete embarassment.

This can be used on the textures in Fallout 4.This will compress an reshape the textures in game.Note.Something like a coffie cup should only be 128x128 but Nvidia made them 4096x4096 making them massive.Game performance is primarily determined by Textures.The smaller the textures the faster the performance.

The larger the textures the longer they take to load.Including to the point of delayed loading times that completely crash your system.This happens on the HD Texture pack Bethesda published.To be clear.Files combined into one BSA causes AMD problems.If they are seperated they function perfectly fine.

okay so I just tried out the instructions here https://www.youtube.com/watch?v=4Y_kMLr_9DY simmilar to warsun's post it is indicated completely replaceing the textures fixes it and I would say yes I have fixed the problem this way however these textures im using are horrible what I have learned in this process is that I can have textures seperated and valid they do not need to be in a BSA2 file so what I am thinking is if I extract the base textures from there BSA2 batch files I can just leave them in /textures and based on word around this should fix it and keep the vanilla textures as its the BSA2 batch file at fault here.

in other observation while using the textures from here http://www.nexusmods.com/fallout4/mods/978/? and the instructions on the youtube video which is differant to the instructions on the mod as the mod tells you how to put these textures into BSA2 batch files where as gametech's instructions involve an ini edit to make new textures invalidate old textures and have it search for textures that are outside of BSA2 files, while this removes any instance of rainbow texture in my game there is still a tendantcy for simmilar items to ones which would become rainbows to simply become invisable looking at them from specific distances much how rainbow textures can sometimes vanish as you get right up to it I have also encountered loading zones at least once while simply walking around the city area around swans pond which is probably a symptom of these textures now being loaded individualy and not in a batch.

so yeah going forward this resoloution worked for me and I am going to go ahead and see if I can get the vanilla textures out of the BSA files and use those instead.
I installed a mod that replaces my Texture.Ba2s with smaller versions.
Yes i know im not supposed to do that, but it works. Less time to load in textures so less likely to get rainbow textures.

The negative side of having many loose textures is that they cause long loading times and texture pop in.
The game is faster at loading the textures from ba2 archives.

Sounds like it's time for you guys to buy that GTX 1080 card.
Yeah not to mention CTDs if you go past a threshold of loose files...
Also, GTX 1080 is meant for rich players unless they lower the price (which wont be for a long time) Besides, your CPU needs to be taken into account too. A powerful GPU is not worth it unless your CPU can work with it as Fallout 4 has CPU based graphics too like shadows.

The strange thing is i don't remember Skyrim having any problems with loose textures.
I have 16 GB of loose textures on Skyrim SE and i don't remember seeing texture pop in or long loading times when i played it.
It must be some change they did to the texture loading system for FO4 that made loose file loading unstable.

Yeah, it is a little pricey... that's why I bought the GTX 1070 Gaming X. It made all the difference in the world with my i7 4820.
