Preston doesn't need to give you quests to claim settlements.
You can get the quests directly from the settlements themselves, try going to Greentop Nursery and talking to Supervisor White.

Did you do the Brotherhood ending? A few of the settlements seem screwed up with this ending. I had this problem with Tenpines Bluff. It wouldn't let me use the workbench, saying I wasn't allied. Holding the V key, however let me build and after it showed up in my list of settlements.

Ah yes wrong one.
But the general idea of talking in the settlement to get given the quest hasn't failed me yet :steammocking:

I don't know if there's any postgame bug that prevents this though.

Yeah Supervisor White is the Mrs. Handy at Greygarden. Some Settlement quests can be acquired by talking to the NPCs at the Settlement (Abernathy Farm), some by killing all the aggressive mobs at the settlement (Starlight Drive In), but some can only be acquired via Preston's Minutemen Radiant quests (ex. Warwick Homestead). However, even for the settlements that you can acquire by talking directly to the NPC at the settlement, you sometimes have to meet certain unknown requirements before the npc will give you the quest. I had this problem with Oberland Station, the npcs refused to give me the quest every time I went there and then suddenly they did.

So there are certain requirements to get the quest...i been going back and foward to Greentop Nursery, usually the quest i got from my first playthro, was to rescue one of the settlers that was kidnapped...but now that i finished the game, i cant get the quest...

Strange, I got the Oberland quest very early by just turning up.....

I had this problem also on my 4th playthrough. I also did the Minutemen ending; w/ peace between BoS, Railroad, and Minutemen. The settlers that were already there had no quests for me, and no matter how long I listened to Minutemen Radio I never got a quest to go there. Finally, I just decided to murder the settlers there, which unlocked the workshop. It was a hard decision, because it's not that kind of character; but it seemed I didn't really have a choice.

I have a different problem with this settlement. They sent me to kill ghouls in National Training Ground, kill every thing there but the quest does not advance. Talking to the settler gives standard chat dialogs only.

Did you go inside and clear out the Training Ground? The baddie they want dead is inside, not outside.

There's a ghoul in a locked external storeroom, that once you kill it and exit, you'll trigger a wrathful Sentry.

If I recall correctly, the target enemy for that location is usually a glowing one in the second of the main buildings.

just for future reference if anyone runs into a bug where the settlement cant be allied, killing everyone stealthly will work and ya can have the settlement for yourself.

they have to be stealth kills or any settlers that come to it will be hostile.

Correct, that's the primary target.
