found I could only build somethings near the main building of a settlment
I tried buidling a big fancy housing and shopping complex up the hill at back of Sommerville
nope, couldn't build a bar! and settlers were never happy
rebuild it so if you were standing in front of the door to the main original house
to right I built a shopping area
behind I built a large 2 story housing complect
to left and behind I built a generator shack
and that worked
also found someplaces settlers simply will NOT use guard posts, like North East corner of the greenhouse settlement, one that's near The Slog
I wonder if they didn't "navmesh" the area properly or some such??
settlers wouldn't even teleport to such spots
Normally these problems come from players who place or make absurdly complex or optimistic buildings.
Stairs are the worst offender
