Somehow you are past the part where that stage should have completed.
Yea The first time I cleared it was long before I got the quest. I've went through it multiple times since I got the quest and I used the elevator and killed Jared but I when I talk to the settlers I can't complete the quest.
That might be why. I remember a similar bug in Skyrim, if you killed a quest target before the quest was assigned, it'd break the quest.
Though for Fallout 4, I've been surprised, as the game seems fine at assigning new targets or just completing the quest anyway.
That code is not recognised in console for me anyway and tried it three times, am trying Jared's npc code placeatme but movetoplayer doesn't respond so I'm doing something wrong to end this quest!

*Just a minor correction* Actually it´s "setstage 0011b36e 400" not "setstage 0011b36e 450" the 450 prompt makes the settlement to not join the Minutemen. After you have put in the correct prompt just talk to Preston Garvy
