You can steal the chip and run away if they become hostile. That also counts as "without killing" anyone.
But ultimately the outcome it the same. They all die.
It does not matter though. About 100 hours later in the game I was on the east coast near Libertalia and there were three raiders blocking the road: "You think you can mess with our claim on the USS Constitution and get away with it?"
And you still have to kill them.
Even if I stole the chip undetected the NPC's still turned hostile after detecting me anyway so it made getting out of there with the chip a bit difficult.
Game recognised them as "hostile" after grabbing the chip too so I couldn't grab and fast travel.
So what I did was I grabbed the nearby fan in the room, I picked it up and held it not put it in my inventory.
Turns out if you walk into NPC's while holding an item you can "push" them around, something I was not aware of.
So I used the fan to push the NPC in the room through the doorway and behind the wall so he couldn't see me.
Stole the chip and then sneaked out of the chained back door real carefully so they didn't detect me.
They still turned hostile after grabbing the chip, nothing I could do about that but at least this way I was able to avoid killing any of them.
I would never have thought a desk fan of all things would end up being the key to success in a stealth mission hahaha
This reminded me of the videos of people putting buckets over NPCs heads in Skyrim. I have no idea if that is possible in FO4, you do have some buckets so potentially it could be possible.
Worth a try ^^
Haven't done that myself though.
