Nah, not unless you're constantly overcumbered all the time, then It is.
They meant in Survival Beta where you can't fast travel at all anyway.
There was a pop-up or something, I think, in the game at some point when I started survival that mentioned it. Google search yields similar results, too. So I wouldn't call it useless in every situation.
If anyone wants me to upload it, then just ask.
I completely agree. A ten second wait is in no way shape or form enough of an incentive or inconvenience to invest in those perks. I didn't even take those perks in the older Fallout games because I would just back out or try again instead of getting permanently locked. But now it defaults to a 10 second cooldown, so instead of worrying about any penalty I just carelessly smash my face on my keyboard until the terminal unlocks.
Depends on personal playstyle whether those perks are useful or not.
No doubt some players will be grateful to not have to do the word matching to get the terminal cracked anymore.
