Can you get brotherhood of steel reinforcements

Like the Minutemen flare gun. I've seen bos drop in and help random streamers when they are out in the wilderness fighting random things.

Is there any way to call them in however?

There's a Vertibird Signal Flare which comes with some fire support, but it's mostly for transportation.

This happened to me at Big John's Salvage and at the Weston Water Treatment Plant.

They also like Hyde Park for some reason.

Somehow at the Water Treatment Plant a vertibird always keeps the super mutants outside busy so that you can sneak in the door and finish the quest inside. Once you leave the super mutants will all be dead and waiting to be looted.
