Vault-Tec Rep, useless?

I found the salesman from Vault-Tec at the hotel in Goodneighbor and felt bad for him.
So I sent him to Sanctuary and visited him like I promised. But unlike any other settlers, he can't be assigned to anything. He just sits there on the ground.

Assign him to the tier 3 junk store. Hes a special trader and nothing more.

You obviously did not talk to him a second time at Sanctuary and offer him a job. After offering him a job and waiting a bit he becomes commandable.

This. And if you send him to a shop, he operates it a tier higher. so he allows you to have a t4 store.

If you were to put Rylee and him side by side their inventories differ slightly due to their personal inventory.

Then as Hobo pointed out if assigned to the proper store he will then sell a legendary piece of armor.

Does Rylee still vanish into the Ether after completing Mystery Meat? I was surprised to find out literally every other Legendary Trader has been "Shadow fixed" By Bethesda. Even the notorious Smiling Larry functions perfectly fine in Vanilla now. With on exception, they are still mortal and can die en route to your settlement, so manual escort is recomended.

Vault Tec Rep and Anne Hargraves are the exceptions here. They function perfectly fine without babysitting.

Then come to find out the quest is still bugged so it makes her disappear. Of course I find out finishing the quest makes her disappear LONG after I noticed she was missing. I remembered complaints about her just disappearing but nobody had refined the cause down to completing the quest back then.
