Yes - don't use the console.

Nope there isn't, although may have the level up bug. If you input too much experience to level up by, sometimes the XP bar never stops cycling.

Use smaller amounts of XP, 5000 is my go to.

I just take a perk I don't like and add a perk point to it and them use the player.removeperk to remove the perk I don't use the Party Boy/Party Girl perk and so that's the one I add perk points to and then remove it or them!..

Depends on your level, you can use a mod like this:
http://www.nexusmods.com/fallout4/mods/6838/?
That uses perks to make your xp multiplier 0 after being at, or over a certain level

oh this is something i like

cause it returns the roleplaying by limiting what the character can become.
i like you for this

Player.setav experience 1 seems to stop you from leveling .
Xp keeps cycling but no level so far.

You can also just save the perk points and only spend them on what you want to roleplay as. Not hard to figure out

Why would you not want to level up ?

Some people want to have a challenging game. with essentially infinite leveling that increases health each time at a certain point you are essentially in god mode regardless of if you want to be or not.

That's..not how that works.
And nice necro btw.

I've half legit leveled to 1,000+ and was able to still do damage, just saying.
Maybe It's your mods.
I will agree with one thing, bethesda not putting a level cap on this game is kind of annoying. I'd wager around lv 50, since you are required to be the early 40's to the later 40's. But sometimes this isn't always the case. You can have a legit, op build with op gear. So if you really want to have a challange, turn up the difficulty and dont use the OP stuff. Instigating weapons I consider OP. especially with sneak attack damage and damge multpliers. You do so much you start one shotting everything. Including legendaries, most of the time without using drugs.
One reason I prefer Elder Scrolls leveling is that you are in total control of what level your character ends up being. And the "Level Cap" (Before Skyrim's Legendary patch which IMO was an okay compromise, no real complaints) comes naturally, not artificially.

Systems with just XP gain for everything require some kind of level cap or a complete redesign of leveling. I think a fitting compromise wouldbe to (Using Fallout 4's existing leveling scheme as a template) halt all HP bonuses from leveling up. Give the player 2 perk points for levels 1-50 and change "Life Giver" and "Action Boy/Girl" into an "Unlimited levels" perk, where you can dump a "Perk Point" into them to get your HP*/AP bonus based on your END and/or AGI. Starting at level 50 you only get 1 perk point which forces the choice between HP/AP or a Perk.

**The mathematical function for HP would really go unchanged, except the (LEVEL) Value would be subsituted for the N*LifegiverLvl where N is current Endurance.

This accomplishes a few things 1: Puts HP creep in the hands of the player, not the systems, 2: Can reward riskier play by ignoring HP altogether, 3: doesn't compromise the phsychological boon of "Unlimited Leveling"

or just get rebalancer
and set it up to not add HP per level for you and enemies and instead base total HP on the Base HP+endurance.

level 300 and my character has 350 HP, raiders are still soft easy kills behemoths still take ages to murder and dear god the brotherhoods PA is a ♥♥♥♥♥ because of Imperivous powerarmor mod..

keeps the excitement going and combat deadly regardless of level.

now let dead threads lie
