@ OP -
if you have no mods, then i think you have to complete the vault-tec mission before you get access to vault pieces.
you also need a mod to change a variable that allows you to build with vault pieces anywhere.
Well, he said "I can't even build" which says that's something else on top. So just waiting for OP response, because this could also be a settlement ownership issue.

You HAVE to complete the Vault 88 "tutorial" missions/access the Vault 88 settlement Workshop.
You can drop vault pieces in any settlement once you've finished the missions, no modifications required.
i havnt done any of the dlc yet but this line is in my auto bat anyway.
if youre looking to build vaults in other settlements with all vault pieces then you need this line in your auto bat file.

ah, ok.
not sure how it works but this line is staying in my file till i can have a proper look at the dlc.
Annnd in my vanilla game I left the vault, headed over to the lighthouse, and proceeded to start dropping 'domestics'. No variable changes.
Granted I started building them *under* the ground mesh as an experiment, but I still didn't need to change that variable.
oh yeah, did you have any luck building an underground structure through the floor meshes?
As for mods AVOID the Bethesda mod that exspands theVault build limit/settler limit [and a few other game busting affects.] The super Conduit will stop functioning randomly and are not very compatable with vanilla conduits [the vault wall mounted connectors]. They make things that rely on thier power to disappear when the Super Conduit stops functioning. Sometimes the building section the powered item is attached to as well.
