Someone posted a fix to make him respawn. I pointed out it was kidna pointless because he was not essential and he would only despawn again once you left the settlement.
I do remember he used to stick around the settlement more back when the game was first released. I think Buthesda broke him further in a patch since.
This was my experience as well. It's a shame. He was a fun NPC to have around. At least this thread confirms that his disappearance wasn't random. I wasn't aware until now.
The Rust Devils actually appear at any random encounter location. There is a few actual camps though, these have sleeping bags, campfires, etc. One is betwene greygarden and Arcjet and another is between Diamond City and Big John's Salvage sititng on a hill that overloks the barricade that has a set of power armor.
There is three near the settlement. One is on top of the dam, one is at the bottom of the dam, and the third is behind the settlement just past the tent that has the rad roaches.
What happens is when super mutants spawn at these locaitons they start patroling and wander up into the settlement.
There is a potential fourth and fith random encounter. One at the north end of the lake. Anothe ron top of the hill on the other side of the dam towards Abernathy Farm.
In all honesty you wer elucky he stuck around long enough to die. As soon as you leave the cell and it unloads he disappears.
You are supposed to be able to send him back to hester's Consumer Robotics via the terminal. I tried it once he went over the hill and into a the super mutants and mirelurks at the bottom of the dam and died, lol.
After that I just gave up messing with him until I start using console commands again.
But that was what WAS. God only knows what they did to him now.
