Enemies Too Fast for Combat
It seems to me that all the enemies in Fallout 4 are way too fast and dodgey to make combat fun. They all move like the cazadores from New Vegas. It might just be an fps problem for all I know, but it's still irritating nonetheless.

Unless your using a controller then the enemy's should be easy enough to hit. If you can't hit them use vats, or the vastly superior VAFS mod.
Running above 60fps, prechance?

Not sure of your level or how you have spent your skill points, but I rely on VATS to a degree while playing in Survival mode. Plus, I have been leveling armor and weapons, so i am not as squishy. Some of the enemies are dodgy like the flying insects and higher level ghouls, plus multiple ghouls can bumrush you. Other enemies can burrow and close distance, like molerats and radscorpions. If you are playing it strictly as a first person shooter, or with minimal use of VATS, I can see where you might have problems. The mouse movement is not very tight, so the aim can be floaty.

You must have mouse acceleration on and haven't yet fixed the vertical-horizontal sensitivity issues.

It'll fix those mouse issues of yours creating a highly accurate aim and even increase the FOV to acceptable levels :)

Like someone else mentioned, are you using a controller? I have used one previously in the game and the aim was pure butt compared to a mouse. For fun, give your follower a legendary melee weapon to help out in battle. The baseball bat that sends people flying is pretty hilarious to witness during heated combat.

The mouse acceleration is actually a game setting surprisingly enough. A very weird on to put on PC but one none the less. Doing the fixes on that link will massively improve your aiming ability. Make sure to bump your FOV up a bit too. It looks so much better.

I felt the same way. Zigging and zagging too quick for me to hit. I don't like VATS so I ended up getting the Bullet Time mod and it's awesome.

Use this instead http://www.nexusmods.com/fallout4/mods/15875/? It's a vastly superior bullet time mod. Full vats perk integration with criticals. With other bullet time mods you lose out on vats perks as well which makes them 100% useless to invest into, this mod on the other hand makes use of all the vats perks. It's essentially a fully function vanilla vats but bullet time.

i almost always play as a sniper. Maybe mod out another aiming mechanism. The little dot is perfect when not in vats. If you are having trouble, try vats.

Here is a solution for you. I learned it from Youtube, a guy named ESO. When you have around 1500 caps, depending on your charisma, it might retail for less, make your way to the entrance of Vault 81. Do not go inside. There should be a bed and a chair outside the vault that you can wait/sleep in to advance the time. Wait until you see a vendor named Cricket appear. You can also encounter her in Bunker Hill in one of the vendor stalls. She has a gun called "Spray and Pray" for sale, buy it. It is a submachine gun with a silencer and exploding bullets. With dodgy enemies like stingwings and bloatflies, I don't even aim at them, I aim at the ground a few feet in front of me, and they die from the area effect damage. This also lets you effectively deal with enemies who are behind cover, simply shoot the object nearest them and they will take damage. And since it is silenced, you will always get a damage bonus if you shoot first from stealth.
