ll companions have an attribute value (CA_Affinity) for their relationship with you.
Usually when it hits 250, 500, 750, and 1000 they will have a set dialogue trigger.
Usually at 750 they will give you their quest (if they have one).
At 1000 they give you their bonus perk (you keep it even if you aren't travelling with them or their ffinity goes down later). You can also romance them.
Note that for most compainions it takes a while to hit 1000.

Affinity caps until you have the special dialogue/complete the quest. Then it goes up to the next special dialogue.

You can cheat it by targeting her in console ((the companion form ID will have an EP at the end )) and typing their formID number (just the numbers) such as xxxxxxx.modav ca_affinity 750
(where xxxxxxx is their form ID #)
the very next affinity action positive OR negative will grant you their special quest and they will idolize you!

All jokes aside, flirting is easy. First you must do thing they like and not do things they don't like in order to build affinity. For example she like it when you pick locks or pass speech checks.

Then talk to her. Ask her how she's doing. Ask about your relationship. Once your affinity is high enough you'll get better responses from the relationship option. You'll eventually get a Flirt option. Do it. If she rejects you don't worry. Just keep building affinity with her. You'll see messages "Piper likes that" or "Piper dislikes that" in response to your actions.

Here is a full dialogue. Don't watch it all if you don't want to spoil the surprise. Just jump to the middle and look at the speech options.
