It also varies game to game. There will be like four random encoutner spots that pop up when you first enter the cell, then after that one or two of them become the dominant ones and those are the ones to respawn.
Ther eis also some encoutner that lock a location as well. The Longneck Lukowski settler, Kelly, and a couple others that once they spawn there they remain there rest of the game.
Btw those roaming bands of Rust Devils are random encounters.

One of the main reasons I did not agree with the removal of fast travel. Running through an empty wasteland sucks and it stays empty because you ran through it.
