i wouldnt advise using that code at all..
it just bugs out most settlements and dont be surprised if you start crashing or random things start happening.

i never use command codes directly to change the main workbench.
all i know is ppl use codes to set the triangles and what not. increasing the budget dosent scrap items. so im not sure as to which codes use the words "workshop budget" to edit your workbench or "scrap" objects. (except for ScrapAll).

I use the 'scrapall' consloe code all the time, and I have never had a crash or other problem from using it.
I got tired of wasting time scraping everything one at a time. You can waste a half hour easy just scraping the junk in a large settlement.
So I started using the 'scrapall' comand to save time. And, it works fine, no problems to report.
A bouns from using it was I found magazines I had been missing in some settlements, but I got them with the 'scrapall' command.
A MAJOR draw back to using the 'scrapall' command is it will scrap ALL the workbenches in a settlement and until you get the 2nd. level of Local Leader you can not replace them. So if you use it you will lose the workbenches in that settlement until you replace them.
I scrap Red Rocket but hand to save the workbenches and all other settlements I use the 'scrapall' command, then rebuild.
Just in case you are like me and have had no prior experience using console codes.
You use the code by entering the workbench for the settlement you want to scrap
Then you use the ~ key to enter the console command screen.
Look at the workbench and click on it, this will give you it's reference code so it is identified.
Then type in the consloe code scrapall. Exit the command screen, exit the workbench, and you are done.
