Institutionalized: newtwork scanner not working
I'm working through the institute, and the quest told me to insert the network scanner after i talked to the division leaders. i did, and continued helping Patriot, but the institutionalized quest didnt recognize me putting the network scanner. what do i do? i dont have any saves i can revert to to try and redo. (im going with the railroad)

You inserted the scanner and activated the scan?

I stuck it in, then ran it and took it out and handed it over to my faction.

I had also problem with network scanner (base id: 00136331) - loading it in (correct) terminal did nothing - but finally I found solution (and cause) - after hours of eliminating all installed mods, playing with console, loading different saves etc.

Cause - to many holotapes in inventory (probably hundreds of them - since I've explored almost all locations).

Solution - temporarily store some of them in small cabinet near terminal (for starters remove all with names starting with "Holotape", move only those with names alphabetically preceding "Network scanner" (or "Skaner sieciowy" in Polish version or whatever it's called in other languages).

Same issue (and solution) when trying to use Network scanner holotape later in any terminal @ Institute (during "Undercover Underground" mission).

Idk if this will help but if you go to the terminal next to the teleporter you used to enter you can insert the holotape into the terminal. It doesn't work to use your pipboy to do it. it then scan their network
