Luck has no effect on random encounters.
Timothy is a super rare encounters. Some encounters are just rarer than others. It took me 1800 hours of play time to finally come across Ness.
I've run into him only twice.
He asks for directions to bunker hill (assuming that he has been directed there by the railroad to get to safety), if you haven't discovered bunker hill he will politely say goodbye or not talk to you.
If you do know the way, you can point him there.
I'm unsure if he occurs multiple times, he seems to be one of the rarest encounters and is the only method of getting an institute outfit before getting into the institute.
The rarest encounter is Amelia Stockton BEFORE she gets kidnapped. I dont know if they patched it to remove her frm the wasteland after release. I remember encountering her along with Fred O'Connel near Abernathy Farm. I have never seen it again.
Would be interesting to see if we can put a bullet in her BEFORE she gets captured, see if that changes anything.

This particular NPC needs to be renamed "Timmy" and given the appropriate Southpark audio clips...
Consideirng Fred O'Connel raises form the dead to appear in the wasteland probably wouldnt affect a thing. Never mind them two Art idiots if they bug out and keep reoccuring.
It was not a boss, it was jsut five levels higher than you.
Which by the way, ther eis no levle limits on what level of a mob gets attracted by a cage. It really sucks to get a glowing mongrel at like level 3, lol.
