If not then you just have bad luck. You get a chance once per day to attract new settlers, your chance is higher wiht high happiness.
I see you ignored the part where he has four settlers and completed the quests.
Two hours is nothing. Apparently you missed the part where I said one chance per day.
That chance of getting a settler is also based upon your settlement happiness. If your happiness is garbage like below 70% I do not think you will get another settler unt you are above that 70% happiness. This is why when you first set up a settlement and turn on a beacon you only get one or two settlers at first then they do not start coming until around 70% happiness. Unless you prelanned and built up everything prior to turning on a beacon and it jumps straight to 80% happiness.

You were also able to send the junkyard dogs the other day, then when I tried again today (after yesterdays patch) Vault 88 was not on the list.
Anyways, ill have to check my happiness. I doubt its too low seeing as i have all the basic necesities and such. On top of that I opted for the happiness boost from the soda fountain, so taht should add to that.

The choices you made during the quests have no effect on the bonuses provided later. This is why they were protoypes.
