Proof Dogmeat was supposed to be a secondary companion
Had Dogmeat and Piper in my party using a mod. When entering Vault 181, the security guard asks the overseer, "Ma'am, what about her friend and the dog?"

Wonder why Dogmeat got scripted out. Think it was an oversight. I blame the overseer.

That would also explain why Valentine knows about Dogmeat. A question someone raised the other day.

There's a lot more evidence that Dogmeats a secondary companion.
Like not counting toward Lone Wanderer, being unaffected by Inspirational, etc.
Pretty sure the limit was cut because of pathfinding and congestion issues. This smells like the kind of "Last minute" cut that happens when developers testing the game realize they just ate a face full of buckshot because Piper blocked him on one end, and Dogmeat the other.

Dogmeat is bad enough on his own...

Devs already said he was.

The code is still there, and there's mods for it.

Dogmeat is bad enough on his own...

Butt stroke to the head with your rifle works wonders for moving dumb companions. Even works great when they make stupid comments about scrap you grab.

Dogmeat is so stupid. I have the mod that allows you to use a regualr compainion and Dogmeat, but he pissed me off for the last time when he charged up and knocked a mob with a legendary on it into the ocean before I could loot it. I just sent him back to Red Rocket after that and he can stay there until I need him for the one mission he's useful for.

Swimming & looting is a thing...what mission is that dog useful for, because I've used him for total of 1hr, first time I ever played the game. He's never been used since in the hours I've played.

He's useful for a number of reasons
1) he will never judge you
2) he can find items and enemies in proximity to you on demand
3) with upgrades, he can cripple and bleed, by default he can pin enemies down so you can make better shots at them
4) he is the only companion that works with the lone wanderer perk

So all in all, he's probably one of the most useful
