Dev's have been silly and random with their workshop inclusions from the start. Some items you think, who the F would even want this? (like a damaged gas station billboard with prices on it..) while other things you just assume would be there, aren't. What's even more silly is 99% of the settlement mods don't add assets, they just enable the assets already in the game to be used.
Ah well. At least we can mod.
I use Better Stores for venders. You get like half a dozen different counter types to place and heaps of decorations. Unfortunately you can't place the cash register on the actual vendor counter (...well because it's not in Vanilla, sheesh... but it is in Better Stores) but you can snap on other counters (such as a L shape) and put the register there.

So yeah it would have been nice to have it not look like the vault dwellers simply cut a hole in their floor. A raised pot would be a start, but it would be cool if it were something spacey looking like 'plastic pipes' (to give a visual idea) with spots that plants are growing out of them.
