In Diamonds City? Why would they decorate their city with Halloween decorations if many of the decendents of survivors don't even know what baseball is, let alone Halloween?
For the same reason why Christmas tradition calls for a Yule Log, even though it originates from a pagan tradition. Traditions tend to transcend the passage of time, meanwhile the real meaning behind the traditions can be lost or forgotten.
But I don't I remember there being a "Happy Halloween" banner across the entrance to Diamond city as well as pumpkins everywhere. I KNOW there were Halloween decorations in sanctuary hills and that it was around Halloween when the bombs fell. \
Edit: Also, I just went back to one of my old screen shots and found that the banner wasn't there as well as many of the other decorations. SOME of them where there, but a lot more seem to have been added.

Yea, I was quite surprised to enter Diamond City one day and see a Christmas Tree by the noodle stand. Checked my PipBoy, and sure enough, it was late December game date.
