Report a translation problem
After you run the Power Bike experiment it breaks the Radio Beacon switch (EMP blast). You have to ensure the beacon is reset by cycling the switch off then on again. Check your PipBoy radio and see if you are receiving the signal. When you cycle the beacon switch, click it once and wait a few seconds (it turns it off if the switch shows green on), then turn the switch back on, you should get a text in the upper left corner saying you are receiving the beacon.
The problem with the beacon is common for all radio beacons. If the power was loss to the beacon and then the power returns, it sometimes doesn't turn the beacon on automatically. If you ever have problems at other settlements where there are not recruiting, then the beacon needs recycling.
I took all the suits and pipboys and now that I am Overseer those containers remain empty.
In other settlements there's something like 21-23 now.
I will know soon. The only thing that I can think of is the vault beacon DOES use a different set of rules compared to a radio beacon. Notice no brahmin come with the settlers to the vault.
No idea why you think that is the max settlers. Last I checked with the right gear and buffs you can easily reach 50 settlers. Then on top of that there is a repeating quest that gives you three settlers that ignore your charisma limit. This does not evne include building robots ignores charisma limits.
Talk to her until you get the quest. It will spawn 1-3 robots at the location, if there are 2+ robots they will always be fighting someone.
I think it's ~20% that the quest gives you robots fighting settlers, after the robots are dead talking to one of the settlers will let you recruit him/her.
Whatever settlement you select will have it's pop go up by 6 in pip boy and will get 3 new settlers.
(The pop will correct itself when you go to the settlement and open workshop mode.)
You cn restart the quest immediately, so spam away ;)
Vault beacon has a special rule. It is CHA +20 versus the CHA + 10 of normal beacons.
The pip boys form the chest are bugged, the one you get one at a time from the click chests work. If you drop a whole stack onto a settler and equip them it will eat the bad ones.
The pathing in the vault is also really terrible.
