I had to do it several times to get the little digger eyebot in "The Big Dig" to bust open some of the passages.
If he's hung up on something, then you might give that a try.
You can try kill and resurrect, ~unlock command, but im guessing youll need to hit up a previous save
I don't recall the place that you're at, but are you sure that he's supposed to open that door? Take a look at the Wikia walkthrough for that quest and be sure that you haven't skipped any steps. Generally, reloading the game will reset any script bugging and allow the game to continue as it's suppose to advance.
Also, on the bottom of the Wikia quest page, there will be common bugs and usually offers workarounds, if there are any.
evry walkthrough ive seen shows him opening it. its the last door hes supposed to open IIRC
I would think that you've missed a step somewhere. Sometimes it seems like it's a bug, when I just walked past something that I was suppose to grab/do before the game will progress. Unless that's just a problematic area that frequently bugs, reloading should have fixed it.
Try to find a save that reloads back to the beginning of the entire area and walk through it again. He may have missed an event trigger somewhere along the way. Otherwise, I don't think that restarting the entire game would necessarily help you.
If all else fails, you can use console commands to force unlock the door and if need be, set the stage of that quest to the step just after he's suppose to open that door. (Just be SURE to create a save before you start fiddling with console commands.) I've never had to do this though. Usually reloading and retracing my steps will solve whatever bugs pop up.
